The world needs to know that hand sanitizer is not a substitute for washing your hands. If you pick through a pile of poo then use hand sanitizer, all you have is sanitized poo on your hands. You still need to wash them.
The principle holds when considering filters and boiling water. If you have an iffy water source and you just boil your water, all you have is sanitized dirty water. If you don't want to drink dirt, you need to filter it, too.
Just sayin'.

This is relevant only because on a cross country trip in a 1990 Ford Bronco II, the Dime Brothers had their transmission go out and we ended up trading the Bronco in for a dumpy station wagon at a Ford dealership there. We were back on the road in a couple of hours.
Murdo was definitely a small town (population ~700).

The justification is that taxpayers have lost money because the government has had to bail out many banks. So this fee would hurt all banks (not fair to well-managed banks) and in my opinion, would eventually be passed on to bank users.
So we'd end up paying for paying to save some banks. Double dipping bailouts, under the guise of helping us.
Granted I barely know anything about this proposal, but it doesn't pass the smell test.
